The two most important words in the term are worth examining separately before combining them.
Fictional: means that the events, characters, and situations in the story are invented by the writer. They may be inspired by real life, real history, or real human experience, but they are not factual records. The writer shapes and organizes them for artistic and thematic purposes.
Narrative: means that the work tells a story. It has a sequence of events connected through cause and effect. One event leads to another, creating a meaningful chain of actions.
